The US PTR is now available. Below is a list of everything new that I've found so far. Keep checking back as this list will be updated continually throughout the 3.0.8 PTR testing process.

* Harold Winston now sells
[Sky Sapphire], [[Forest Emerald]], [[Scarlet Ruby]], [[Monarch Topaz]], [[Autumn's Glow]] and [[Twilight Opal]] for 10 [[Emblem of Heroism]].
Items
* [[Titansteel Guardian]] reduced to 457 spellpower.
* [[Sigil of Haunted Dreams]] changed to crit rating.
* Staff Changes: [[Journey's End]] (Old), [Origin of Nightmares] (Old)
* [[Ring of the Kirin Tor]] and [[Loop of the Kirin Tor]] added to Harold Winston at a price of 8500 , modified by Kirin Tor reputation level.
* [Sigil of Arthritic Binding], [Sigil of the Frozen Conscience] and [Sigil of the Wild Buck] added to the Venture Coin Vendors in Grizzly Hills. They each cost 30 [Venture Coin] as well as a small amount of gold, though the gold cost is likely a bug.
*[Sigil of the Unfaltering Knight] can be purchased for 15 [Emblem of Heroism] from multiple vendors in Dalaran, including Arcanist Ivrenne and Magistrix Lambriesse.
* A number of new Epic quality items are available on Lake Wintergrasp vendors.

*[Formula: Enchant Bracer - Major Stamina] and [Formula: Enchant Weapon - Titanguard] have been added to Vanessa Sellers in Dalaran. Each costs 5 [Abyss Crystal].
Engineering
* Hyperspeed Accelerators duration changed from 8 to 10 sec.
Jewelcrafting
*[Icy Prism] added to jewelcrafting trainers. Requires [Frozen Orb], 3x[Chalcedony], 3x[Shadow Crystal] and 3x[Dark Jade] to make.
Leatherworking
*[Pattern: Windripper Leggings] and [Pattern: Windripper Boots] added to Braeg Stoutbeard in Dalaran for a cost of 2 [Arctic Fur].
Quests
* Repeatable quest called Hodir's Tribute added to Lillehoff in Storm Peaks. Turn in 10[Relic of Ulduar] for 250 reputation with The Sons of Hodir.
